I'd add, more broadly about work permits, the English FA rules also changed to require that the country they play for has a high enough world ranking (I forget now what that minimum rank is). Obviously for Japan that's not relevant because they're highly ranked and qualified for the WC, but I've had big concerns about what it means for keeping great players from mediocre national teams out of England. For example, a Canadian was just sold to Bayern Munich even though he had interest in playing in England - because he will never qualify for a work permit.
Japan are ranked 61st in the world - which means he has to appeal. But he should get it if his wages are high enough.
